Instantiates a new wms url validator.

Parameters:

wmsRequest - the wms request

Parses the wms request.

Parameters:

returnEmptyParameter - - return empty parameter (e.g styles=)

fillEmptyParameterAsDefaultValue - - fill empty parameter as default value

Returns:

parsed wms request
