Base exception for a generic, non-conflict failure to create a relation (ConsistsOf/IsRelatedTo). Mapped to 400 Bad Request by the REST layer. Not currently thrown by the server implementation, either directly or via its ConsistsOfCreationException/IsRelatedToCreationException leaves.
