Thrown when a generic, non-conflict failure occurs while creating a Context (e.g. an underlying persistence error). Mapped to 400 Bad Request by the REST layer. Not currently thrown by the server implementation, which reports Context creation failures via ContextException or ContextAlreadyPresentException.
