Initializes the application managers in the Contexts of the container already known. The Contexts which become known later, e.g. when the IAM was unreachable at start-up, arrive as Constants.token_registered events from the container.

Initializes the application managers in the given Context, unless they already are.

onPublished

Tells the managers of the Contexts the resource of the application has just reached in a system, one after the other. The managers of a Context are told once, and again if the resource leaves the Context and comes back; the ones not initialized yet are told when they are.
